D. Personnel Authorization
1. Authorization for Individuals to Use Radioactive Material
Prior to the use of radioactive material, all personnel must submit a completed A-3, Authorization to Use Radioactive Materials, form to the RSO. This form must be an original (i.e., no photocopies) and may be obtained from the RSO. The qualifications of each individual are evaluated by the RSO and/or the RRSC. Once this form is submitted, the individual may work with radioactive material under the direct supervision of an authorized user. An authorized user is an individual who has completed the required training provided by the RSO and is approved to work under a designated radionuclide use permit. Direct supervision means that the fully authorized user must be present in the lab when radioactive material is being handled by the authorized user applicant.
a. Applicants with previous training/experience
Full authorization will be granted if all of the following conditions are met:
b. Applicants without adequate training:
In addition to attending the orientation, individuals without adequate radiation safety training/experience must attend the Radiation Safety Course and pass the Radiation Safety Test. After completing one part of the training (orientation or course), individuals may be allowed to work with radioactive material under the supervision of a fully authorized user (i.e., work must be periodically reviewed) until the complete training and test requirements are satisfied.
c. Temporary personnel (<six months)
Individuals who will be using radioactive material for less than six months (e.g., summer students) must attend the Radiation Safety Orientation but are not required to complete the Radiation Safety Test. These individuals must work under the direct supervision of an authorized user.
d. Graduate students on rotation
Graduate students who are on rotation for less than eight weeks through a department may be exempt from the training referred to above. However, they must:

If any of these restrictions can not be enforced, the student must complete appropriate paperwork (i.e.A-3 form) and supplementary training to become a fully authorized user.
e. Irradiator users
All individuals who wish to use an irradiator must first complete and submit an A-3a, Authorization to Use Radioactive Materials (Irradiator), form. Once this form is reviewed by the RSO, the individual will be added to the appropriate irradiator Radionuclide Use Permit and may independently operate the irradiator.
